Functions

The City Environment and Natural Resources Office (CENRO) is the lead steward for the preservation and protection of outstanding natural resources; forest, watersheds, tree parks, mangroves, greenbelts and other similar forest development project. The office also administers regulatory programs designed to protect air quality, water quality, and the public’s health. CENRO also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at the city’s facilities and through the school system. The agency’s activities range from helping to make sure drinking water is safe to managing city parks for safe and enjoyable outdoor recreation experiences.

THE CENRO SHALL FOCUS ON FOUR SPECIFIC AREAS:

Water and Air Quality

• Issues permits, monitors permit compliance, evaluate water quality and are the city’s enforcement agency for violators of water and groundwater quality regulations. City technicians shall catalogue water supplies, plan for its future use, carry out extensive water conservation programs, and take any environmental steps necessary to keep the city’s’ water pure and usable.
• Regulates the quality of the air in the city through technical assistance to industries and enforcement of air pollution standards. The office shall issues permits, establishes ambient air quality standards, monitors the air quality of the city and operates a vehicle inspection/maintenance program.

Solid Waste Management

• Regulates the management of hazardous and solid wastes in the city targeting the handling and disposal of the growing volume of waste. It also evaluates uncontrolled hazardous waste sites. With a focus on Reduce, Reuse, Recycle the office shall offer technical assistance and permit information on cost –effective ways to meet environmental regulations, particularly for small businesses.

Coastal Management and Marine Fisheries

• Responsible for the environmental health of coastal barangays, works closely with the local folks to strengthen the relationship between tourism and the environment. It regulates development, helps plan for future growth, and manages the coastal reserves.
• Governs fishing and shell fishing in coastal waters of the city to ensure a healthy and sustainable marine resource. Its programs include fisheries research, habitat protection and restoration, licensing and statistics, enforcement and public information/education.

Forest Resources and Parks and Recreation

• Protects and develops the city’s forest resources. Its programs include forest management, assistance to private landowners, reforestation, forest fire prevention and suppression, and control of forest insects and diseases.
• Administers a diverse system of city-operated parks, natural areas, trails, natural and scenic rivers and recreation areas.
