On June 21, 2024, the Balanga City Justice Zone (BalCJZ) led the turnover and blessing of the BCARES Facility in Barangay Dangcol. This facility aims to assist in the rehabilitation of Persons Who Use Drugs (PWUDs) in the province and support barangay officials and their Barangay Anti-Drug Abuse Councils (BADAC) in combating drug abuse.

The event was attended by Honorable City Mayor Francis Anthony S. Garcia, who emphasized the significance of the facility’s turnover as a milestone in fostering community compassion. The initiative aims to safeguard the dignity and well-being of every Balangueño and address the societal issue of drug abuse.

Balanga City Justice Zone Convenor and RTC Balanga Executive Judge, Hon. Marion Jacqueline P. Poblete, presented the Balanga City Bataan Collaborative Action for Rehabilitation, Empowerment, and Support (Balanga BCARES) program. Other notable attendees included Sandiganbayan Associate Justice and Co-Vice Chairperson, Justice Sector Coordinating Council (JSCC) TWG on Communications and Partnership Building, Hon. Michael Frederick L. Musngi; Team Leader and Senior Adviser of GOJUST II, Mr. Christian Eldon; Vice-Executive Judge and Presiding Judge of Branch 70, RTC Taguig City and Member of JSCC TWG on Processes and Capacity Building, Hon. Bernard P. Bernal; Deputy Clerk of Court and Judicial Reform Program Administrator of the Supreme Court Program Management Office (SC PMO) and Judiciary Representative of the JSCC Core Secretariat, Atty. Laura C.H. del Rosario; Provincial Governor Jose Enrique  S. Garcia III; Sangguniang Panlungsod of Balanga members; and other BalCJZ stakeholders.

The ceremonial turnover and blessing of the Balanga City BCARES to the City Government of Balanga marks the beginning of a new chapter in extending help to citizens, with referral to treatment services readily accessible for those needing more extensive care, guiding them on their journey toward recovery and rehabilitation.
